My experience says it's pretty common for teams to
play in lower divisions in tournaments than they do in
league play.  I play on a women's team that has a lot
of beginners, and the most experienced players have
3-4 seasons of hockey.  Every time we have gone to a
tournament, we have explained our skill level and have
been assured that we being placed at an appropriate
level.  Then every time, we lose by scores like 11-0. 
There was one game a couple of years ago where we had
one shot on goal.

I figure there's not much we can do, that tournament
play is just not intended for our level.  But that
would be easier to take if when entering tournaments
we were told that there is no division low enough for
us.  It's disappointing to be told we're in a beginner
division, and then go up against players who can carry
the puck end to end around all five of our skaters as
if we were little orange cones.
