That is appalling.  Do the tournament organizers apologize to you?  Has it 
happened in the same tournament more than once?  Have you written a letter 
to them after the tournament saying what you told us?

In a jurisdiction where categories aren't prescribed, tournament organizers 
should be doing their homework by asking applicants for information about 
their calibre (including game results), and checking that information with 
other sources (league standings, anecdotal information from other teams who 
have played in that city, scores from other tournaments, etc.)

Have you considered hosting a tournament yourselves?
