Here are some of our tricks.  (I grew up skinny and cold playing hockey in 
Southern Ontario.)

Start with completely clean dry warm socks.  (Take clean ones to the rink 
in an inside pocket.)

Also start with completely clean dry warm feet.  (Wear boots to the arena, 
run the heater in the car, be careful about not getting your feet wet on 
the dressing room floor, dry your feet with a clean towel before you put on 
the clean socks, and also dust them with baby powder to keep them dry.)

Also start with completely dry warm skates (Open them out between games so 
the sole dries, don't leave them in the car, and put them in the front 
seat, not the trunk, on the way to the arena)

For me, cold feet are sometimes a sign of skates too loose (so feet can 
migrate forwards and toes get squeezed) and sometimes a sign of skates too 
tight (circulation impeded around the ankles).  Experiment with re-tying 
your skates on the bench when your feet are cold.

Also consider changing your style of long underwear and/or shin pads, in 
case anything else is constricting your circulation along the backs of your 
calves.

Your post wasn't clear.  Do you mean that you currently don't wear long 
underwear?  If you don't, there's a big fix for keeping warm.

Light woolen socks are even better than cotton, but only if your skates are 
big enough for them.   I have a good knitting pattern for the best skating 
socks in the world, but unfortunately they're made with Kroy 3 ply yarn, 
which isn't being made any more.

Don't play goalie.
