The NCAA has the same rule for all sports, that
players who transfer schools must sit out a year.  I
see it as a good rule, for it keeps students from
moving from school to school every year to go to a
better team, which has a high potential to hurt them
academically.  Though it would seem that the rule of
sitting out should be waived if the student's former
school didn't have a team in that sport.  Perhaps in
high schools a better way would be first transfer has
no penalty, but subsequent transfers require sitting
out a year.
